2.
• Task 4—Pipeline Evaluation
• Task 5—NPDES Modeling
• Task 6—Pre-Design Report Update(Compare Alternatives 2A&2B and Conclude with Design
Approach)
• Task 7—Undefined Services
Work tasks are described in the following sections. An estimated project budget is presented on
Attachment 1. Project duration is assumed to be six months.
Task 1—Project Management
The project will require a range of technical expertise from the URS team. Activities will be coordinated
and directed with the goal of completing all work within budget, schedule and City objectives and
expectations. Coordination and liaison with the City will be on a regular basis to ensure that these
objectives are met.
Progress, schedule and budget will be monitored weekly during periods of work when work is scheduled.
This will be done by downloading a cost summary report from our project tracking system. Invoices will
be generated every four weeks. Brief monthly progress reports will be completed as cover letters for
invoices. They will summarize project progress and show total expended and remaining budget.
Potential out-of-scope items will be discussed with the City's project manager and before any work is
done the scope and budget for the added scope will be approved by the City in writing.
URS will attend pre-design review meetings and site visits with the City. Approximately three project
staff will attend these meetings,as needed depending on the main topics to be discussed. URS anticipates
three meetings,as follows:
• Meeting#1—Kick-off meeting.
• Meeting#2—Discuss approach and initial findings.
• Meeting#3—Present Draft Technical Memorandum and receive City comments. The Draft
Memorandum will be submitted two weeks prior to the meeting.
• Meeting#4—Pre-permit application meeting.
Task 2—Survey
The 2011 study included using existing survey,LiDAR,and river bathymetric data. Bathymetric data
included hydrographic survey data within the navigation channel provided by the US Anny Corps of
Engineers collected after dredging operations. A limited topographic survey program was completed in
the prior phase by Perteet in the area of Alternative 2a.
In order to conduct modeling needed for feasibility and design, bathymetric data is needed for a river
reach that includes both Alternatives 2a and 2b. This data will help verify the adequacy of the Corps
hydrographic survey and supplement the in channel bathymetry between the river bank and edge of the
navigation channel.
Work also includes providing on the ground topographic data to supplement available data and fill data
gaps for the pipeline evaluation(Task 4).
A scope and budget has been provided by Perteet to accomplish this work(see Attachment 2). URS will
coordinate with Perteet and incorporate the survey basemap into the project alternatives analysis.
•
J:\Projects\E\Everett,City of\WPCF Outfall 025\00-Project Management\Scope&Budget 2013 Pre-Design Update and Design Phase\Scope of
Work-Update Study Everett Outfall 025-02-03-14.doc
Page 2 of 5
20
