3 <br /> 2. Instead of 4 lots allowed off an auto court,Polygon proposed 6 and 7 lots off of private access lanes <br /> which,in most cases have homes on both sides of the lane. <br /> 3. The site plan as proposed would be substituted for the original site plan. The proposed site plan <br /> includes all single family detached dwellings,with a street layout and central neighborhood green similar <br /> to the original site plan. The original concept site plan had a mix of housing types,including single <br /> family attached and multiple family dwellings,as well as the alley access, front loaded and lane access <br /> single family detached dwellings proposed by Polygon. <br /> D. Eclipse Amendments <br /> The road through the site will be straight because of the location of the sewer line. Current Eclipse <br /> residential development standards require home entrances to have the main entrance located onto open <br /> space or street. The proposal is to allow entrances to homes not located on the main street to have access <br /> off the private lane. All units adjacent to the Eclipse Main Road extension shall have their main entrances <br /> fronting the public main road. <br /> The new site plans for Simpson and Eclipse have been reviewed by Fire,Traffic Engineering,and Public <br /> Works and each department finds the plans meet their standards. There are some proposed changes to the <br /> subdivision ordinance standards to implement the site plan as proposed,that are included in the <br /> ordinance. <br /> E. Planning Commission Recommendation <br /> Polygon considered the feedback they received from the public review process and returned to the <br /> original street layout and alley access lots to reduce the"garagescape" in the development.They also <br /> brought back the central neighborhood green lay out.The alley loaded lots reduce the number of garages <br /> viewed from the street and driveways located in the front setback areas. The site plan returns to the <br /> structure of the originally approved concept plan. The narrower lots and access off of private lanes and <br /> alleys implement a project which has an urban single family character with more pedestrian connections <br /> and access within the neighborhood than the first proposal from Polygon. Polygon proposes an additional <br /> publicly accessible trail along the west side of the development which creates a loop trail around the <br /> Simpson site that will benefit residents and the public. The Planning Commission wanted to make sure <br /> all private trails and park areas were accessible to the overall public so language has been added to <br /> accomplish this point. There was also a condition added that the lanes have a more interesting paving <br /> .than plain asphalt. The language is: The lanes are required to be concrete pavers,stamped asphalt,or <br /> other decorative and distinctive feature as approved by the City Engineer. The Planning Commission <br /> resolution recommending approval and the meeting minutes from their discussions are included in the <br /> background materials provided to City Council. <br /> The Zoning Code standard for making major changes to a plan originally approved under the Planned <br /> Development Overlay Zone is that the amendments"may only be made if they are shown to be in the best <br /> long term interests of the community." Polygon's new site plan is very similar in layout to the original <br /> site plan approved for the Overlay Zone. The changes listed above in Sections C and D are minor in <br /> nature. The Planning Commission has determined the proposed changes, as amended by the Planning <br /> Commission,to be in the best long term interest of the community. <br /> F. Ordinance <br /> The Ordinance accepts the Planning Commission recommendation to approve the proposed changes to <br /> • the Development Agreement. Attached to the Ordinance is a document identifying the changes <br /> throughout the Development Agreement and its attachments. There will be information provided to the <br /> City Council at the briefing on March 5,2014 on the overall project and economics of the project. <br /> 2 <br /> 46 <br />
