The proposal <br /> would be for approximately 100 rooms and students. Footprint and Trinity propose to locate all required off- <br /> street parking for the housing within the Trinity parking garage located one block west of the housing,between <br /> the college building and student housing. Footprint proposes to use the Multiple Family Property Tax Exemption <br /> provided by EMC Chapter 3.78 for the housing. Because the Zoning Code and the EMC Chapter 3.78 require <br /> off-street parking for residential use to be on the same site,a code amendment would be required to allow the off- <br /> site parking as proposed. The proposed housing would consist of micro-housing units of approximately 200 <br /> square feet for each room. Most rooms would be occupied by only one student. One off-street parking space in <br /> the Trinity garage will be provided for each student room in the building. <br /> Staff proposes,and the Planning Commission has recommended, a pilot project on a one-time basis to allow the <br /> parking to occur off-site. Actual utilization of parking would be monitored over time,and if a lower rate of <br /> utilization is demonstrated,the amount required to satisfy the pilot could be reduced administratively. <br /> RECOMMENDATION(Exact action requested of Council): Adopt Ordinance authorizing a pilot project for <br /> micro-housing for Trinity Lutheran College students at the southwest corner of Oakes and California with off- <br /> street,off-site parking at the Trinity Lutheran College Garage at the southeast corner of Wetmore and California, <br /> Amending Section 34 of Ordinance No. 1671-89 and S4cion 7 of Ordinance No. 2347-98, as amended. <br />
