EVERETT CITY COUNCIL AGENDA I1'EM COVER SHEET 2
PROJECT TITLE:
Easement exchange between Briefing COUNCIL BILL#
Everett and the Washington Proposed Action Originating Department Public Works _
State Department of Natural Consent Contact Person Julie Sklare
Resources to facilitate forestry Action Phone Number 425-257-7208
and watershed management First Reading FOR AGENDA OF May 21, 2014
Second Reading
Third Reading
Public Hearing
Budget Advisory Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s)Approval
Chaplain Watershed Easement Exchange Legal,Real Property
Amount Budgeted $104,900
Expenditure Required $28,668 Account Number(s): 401 5 200 124 932 610
Budget Remaining $76,232
Additional Required -0-
DETAILED SUMMARY STATEMENT:
The purpose of this easement exchange between the City and the Washington State Department of Natural
Resources (DNR)is to facilitate forestry and watershed management. This includes enhancements for water
quality protection in the Lake Chaplain watershed. Lake Chaplain serves as the City's terminal drinking
water reservoir.
This easement exchange will bring further protections of the City's drinking water supply by:
• Rerouting logging traffic away from the reservoir. The new route sets logging trucks one quarter-mile
back from the reservoir and reduces travel distance through the watershed.
• Improves watershed security by deterring unauthorized watershed entry. This is accomplished by
decreasing logging traffic through watershed access gates, allowing the abandonment of a road that
leads to a reservoir access gate, and relinquishes easements that are not restricted to forest
management purposes.
• DNR has committed to continued implementation of water quality protection specifications with the
intention of developing a comprehensive Watershed Agreement with Everett in the near future.
RECOMMENDATION(Exact action requested of Council):
Authorize the Mayor to sign Easement exchange between Everett and the Washington State Department of
Natural Resources to facilitate forestry and watershed management.
7
