October 22, 1986
MIKE PALMER
FULTONS CROSSING APARTMENTS
120 SE EVERETT MALL WAY
EVERETT, WA 98204
Dear Sir:
CQ
OCT22 sas
EVERETT BUILDING DEPT.
Due to an oversight when the plannad layout of the apartment complex
reviewed, two of the buildings, numbers 10 and 11, remained without a
satisfactory means of access by the Fire Department. This situation
discovered until construction was well untlerway and it was impossibl
a building.
LJOOi
CITY OF
everett
2E11 OAMES • 259818'
EVEPER. WASMiNGTON
ve:o
FRE OEPIPTMENt
was
was not
e to move
An on-site meeting was held on an undetermined date with Mike Palmer
representing the contractor, Larry Crawford representing the Building
Oepartment, and Sam Preston and Engine Company 6 Captain Robert Jack
representing the Fire Department. At that meetjng it was agreed that a fire
lane, ten feet wide, ?xtending between Buildings 3 and 4 to the southeast
corner of Building 11 would give the Fire Oepartment access to Buildings 10
and 11. while this is not ideal, it was felt that under the circumstances it
would suffice.
On October 21, 1986, Mr. Palmer came to the Fire Prevention office with the
information on the proposed surface known as "grass rings." It was approved,
and we agai went to the site to review the approach and location of the fire
lane. At the site, representing the contractor was Mike Palmer and
representing the Fir= Oepartment, John Whitaker and Captain Robert Jack with
Engine Company 6. The plan was approved with the understanding that the fire
lane would remain clearly marked and posted as such and maintained.
Because of the surface, Mhich is grass, th= lane would not be easily
distinguished at night by a fire company responding to a fire. It was,
therefore, agreed that when the landscapers became involved at a later date,
we would meet again and determine a method of distinguishig the fire lane
from the surrountling grass or landscape not covering the prepared roadbed.
