The boundaries of the TBD will be the city limits.Revenues •
generated by the TBD will be used for transportation improvements that preserve, maintain and
operate the existing transportation infrastructure of the city and any other transportation
improvements that are consistent with existing state, regional and local transportation plans. The
legislation that allows the creation of a 1'BD allows the governing board of the TBD to adopt a
vehicle license fee up to$20. This action must be taken by the TBD governing board after it has been
formed. Staff anticipates that the city would collect at least$1.2M annually from a$20 vehicle license
fee based on preliminary estimates from the Washington State Department of Licensing. The earliest
that revenues will be collected for the TBD is 6 months after the signature date on the TBD vehicle
license fee ordinance.
RECOMMENDATION (Exact action requested of Council):
Adopt the proposed Ordinance relating to the creation of a Transportation Benefit District which includes the
entire City of Everett as the boundaries currently exist or as they may exist following future annexations.
37
