10 <br /> 2.Proposals where SEPA review has already addressed project impacts or is not <br /> otherwise required under RCW 43.21C,WAC 197-11,and EMC 20.04;or <br /> 4-3.Projects proposed as"planned actions,"as defined in section 18.3 of this chapter, as <br /> long as: (i) project-level environmental review confirms that traffic generation is <br /> within the thresholds set for the specific planned action,as provided by WAC 197-11- <br /> 172,EMC 15.16,and the specific planned action ordinance relating to the proposed <br /> project,and(ii)mitigation elements of the planned action are implemented. <br /> 5.2 An existing traffic analysis may be adopted or used by the City to determine an <br /> applicant's responsibility for transportation improvements, in accordance with project review <br /> and SEPA procedures for the use of and reliance upon existing environmental documents. <br /> • 5.3 Proposed projects on which a traffic analysis is not prepared conform to the provisions of <br /> section 11 of this chapter. <br /> Section 6: Scope of traffic analysis <br /> The traffic analysis should include the following,as further specified in this ordinance:(a)traffic <br /> generated by the project; (b)transportation effects of the project; and(c)measures to avoid or <br /> otherwise mitigate adverse transportation effects of the project, which consist of transportation <br /> system improvements and/or local transportation improvements. <br /> • <br /> Section 7: Impact analysis <br /> Analysis of traffic generation and transportation effects shall use the following methodology: <br /> 7.1 Study area. The study area shall be defined as the area that includes all of the <br /> transportation system that is projected to be used by a minimum threshold of 50 new peak hour <br /> trips. The study area shall not be limited to the City limits,but shall include the county, state, <br /> and other City roadways. For projects that have region wide traffic impacts, the City Traffic <br /> Engineer may limit the scope of the study area. Region wide impacts will be determined on a <br /> case by case basis in consultation with the county, state, tribal, and other appropriate <br /> jurisdictions. <br /> 7.2 Horizon year. The traffic analysis shall include impacts for the future horizon year. The <br /> horizon year shall generally be based on the year the proposed project is expected to be <br /> completed,but shall be: <br /> 1. The horizon year shall generally be based on the year the proposed project is expected to <br /> be completed. <br /> 2_The horizon year shall be no earlier than the final year of the City's adopted capital <br /> improvement plan(6 years). <br /> 2-3.The horizon year shall be no earlier than 6 years from the date of the completed project <br /> application. <br /> -3- <br /> 48 <br />
