At that time, staff advised the City <br /> Council that it would be proposing a change in the way that the City collects school district impact fees from <br /> a SEPA-based system to a Growth Management Act(GMA)based system. This change is necessary so <br /> residential developments that formerly were subject to SEPA that became SEPA-exempt under the higher <br /> thresholds(up to 100 dwelling units vs.4 dwellings previously) continue to pay school impact fees. <br /> RCW 82.020.050 allows for the collection of impact fees for public facilities that are addressed by a capital <br /> facilities plan element of a comprehensive plan adopted pursuant to the provisions of RCW 36.70A.070 <br /> (GMA). The two school districts with capital facilities within the City of Everett are the Everett School <br /> District and the Mukilteo School District. Each district has for many years collected impact fees in <br /> unincorporated Snohomish County using the GMA-based system. This system provides a more <br /> comprehensive basis for planning and funding for public school facilities than the SEPA-based system. The <br /> proposed City ordinance is based upon the Snohomish County model, and the impact fee for each district is <br /> identical to that collected for development in the unincorporated areas within each district. <br /> RECOMIVIENDATION(Exact action requested of Council): <br /> Adopt Ordinance Establishing School District Impact Fees for Residential Development in the City of <br /> Everett Based Upon School District Capital Facility Plans Required Under the Growth Management Act. <br /> 3 <br />
