0 <br />June 27, 2001 <br />Jean Costanti-Oehler/Facilities Director <br />Compass Health <br />PO Box 3810 <br />Everett, WA 98203-8810 <br />RE: Group home for mentally ill children <br />Dear Jean, <br />You have asked the question of whether or not it is allowed to operate two, 6-bed group <br />homes for mentally ill children in a duplex structure at the Compass Health Federal Avenue <br />campus, formerly known as the Luther Child Center campus. The campus is located at 4526 <br />Federal Avenue and is located in an R-1 Single Family Residential zone. This site has been in <br />existence for over twenty years. It has historically and at present continues to provide the City <br />of Everett community with care services for children. The Children's Crisis Residence you <br />Propose at the site is in keeping with the special property use activities permitted at the <br />campus and is consistent with the e9rvices that have historically been provided at this site. <br />campus as part of this program would be under the jurisdictiOf particular note, you have stated in your letter that none of the children being placed at the <br />on of a juvenile court or <br />associated with any substance abuse. As you are aware, any type of program that would <br />involve the placement of residents at the campus in lieu of institutional sentencing, or <br />residence to those needing correctional institutionalization, or residential rehabilitation for <br />abusers of alcohol or drugs, is not a permitted use at this site. <br />Thank you for providing the City with the opportunity to review the Children's Crisis Residence <br />Program to insure its consistency with the special property use activities that are provided at <br />the Federal Avenue campus. <br />If you nave any questions please call me at 425-257-8731. <br />Sincerely, <br />Michael Palacios <br />Project Planner <br />
