Features will include <br /> a new tot lot for ages 2-5 and playground for ages 5-12, a second picnic shelter,a community garden, <br /> unprogrammed open space,pervious concrete pathways, stormwater separation,rain gardens, a new <br /> basketball court,restrooms,horseshoes, and renovated parking areas. <br /> The budget remaining is allocated for acquisition of playground equipment that is not part of the construction <br /> contract, and payment of the remaining costs to the project design consultant, SvR of Seattle. <br /> Five bids were opened on September 16,2014. The bids ranged from$1,428,000 to $2,131,000. The <br /> engineer's estimate was $1,235,900. After bid review,the lowest responsive bidder is Faber Construction <br /> Corporation of Lynden, WA. At a future council meeting a new funding ordinance will be presented for <br /> approval to increase the total project budget by approximately$225,000 since the low bid amount is 15.5% <br /> above the engineer's estimate,thereby eliminating all project contingency funding. <br /> RECOMMENDATION: <br /> Award the construction contract for the Senator Henry M.
