Sullivan Park(TAS)was developed for use as a municipal fire station. The <br /> station was built in 1996. A federal land and water conservation(LWCF)grant was awarded in 1979 to construct <br /> several park amenities at TAS. Due to the use of federal funding,the City was required to maintain all of TAS for <br /> outdoor recreation in perpetuity or to provide replacement open space. At the time of station development,the City <br /> did not provide a replacement site for the 1.6 acres. <br /> In 2007,the City notified the Washington State Recreation and Conservation Office(RCO)of this oversight. (RCO <br /> administers the federal LWCF.) In cooperation with RCO and the National Park Service(NPS),a replacement site <br /> was approved for the 1.6 acres at TAS. That site is known as the`Bruskrud Road"parcel. The City acquired this 15 <br /> acre parcel in 2008. The southernmost 3.5 acres of the Bruskrud Road parcel will be used to offset the 1.6 acres at <br /> TAS. <br /> The NPS formally approved this action on June 25,2013. The approval requires that the City construct recreational <br /> improvements on the replacement property. These improvements are to generally include passive use trails and <br /> picnicking facilities. The improvements must be in place by June 26, 2016. City Council approved project <br /> Amendment No. 4 to the TAS funding agreement on September 11, 2013 to formalize this requirement to develop <br /> these improvements. <br /> Staff is now ready to begin the development of a master plan for the 3.5 acres.After master plan approval by council, <br /> staff will develop detailed design and construction documents and then construct the project. Today's briefing will <br /> outline staff's next steps and parameters/constraints in ensuring that the City fulfills its contractual obligation to the <br /> National Park Service. <br /> RECOMMENDATION(Exact action requested of Council): <br /> 15 <br />
