The developer has been preparing plans and securing financing for the project, and the project lender <br /> has raised a concern about the limitation on the occupancy of the building to only student housing. The <br /> concern is that if TLC should cease to exist in downtown,there may not be sufficient demand for student- <br /> only housing in this location to keep the building fully leased. The developer has proposed a contingency to <br /> allow for non-student housing in the event TLC did not maintain its master lease agreement, and the building <br /> could not be fully leased for student housing by Everett Community College, Washington State University, <br /> and/or another institution of higher education.
