The developer has been preparing plans and securing financing for the project, and the project lender has raised a concern about the limitation on the occupancy of the building to only student housing. The concern is that if TLC should cease to exist in downtown,there may not be sufficient demand for student- only housing in this location to keep the building fully leased. The developer has proposed a contingency to allow for non-student housing in the event TLC did not maintain its master lease agreement, and the building could not be fully leased for student housing by Everett Community College, Washington State University, and/or another institution of higher education. The condition recommended to address this concern would then allow for non-student housing,but only non-subsidized,market rate rental housing.
