A key finding of the study was <br /> that Everett, unlike its peers, has not restructured its model for delivering any of its public services to the <br /> community to accommodate the revenue growth restrictions enacted in 1-747. By contrast, many cities have <br /> shifted their fire services to regional fire authorities,their library services to existing library districts, and <br /> partially funded their parks and recreation services through metropolitan parks districts. Other cities have also <br /> pursued regional solutions to issues such as public transportation, or found private solutions to providing <br /> downtown parking, golf courses, or other amenities.
