Library Services <br /> Options: <br /> • Merge with Sno-Isle or create new regional library. <br /> o It appears that most cities in Snohomish County are part of Sno-Isle, so it is unlikely that the City <br /> would find a partner to establish a new regional library. A list of Sno-Isle city partners is provided <br /> at the end of this section. <br /> Governance: <br /> Library governance would be shifted to Sno-Isle under a merger. A seven-member Board of Trustees governs <br /> Sno-Isle Libraries, a regional rural library district. Five trustees are appointed by the Snohomish County <br /> Council and two by the Island County Commission. A full term is seven years. Trustees serve as volunteers; <br /> their business expenses are reimbursed. Regular meetings are held on the fourth Monday of each month. <br /> The Board of Trustees sets library policies, reviews and approves the annual budget, and determines the <br /> general direction of the district. The Board of Trustees is established under the laws of the State of <br /> Washington. Trustees represent Sno-Isle Libraries to the community and advocate for the library district at <br /> the local and state level. <br /> Sno-Isle Maximum Regular Levy Rate: <br /> • $0.50 <br /> Impact on City Regular Levy Rate: <br /> • City regular max levy rate would be reduced by Sno-Isle's levy rate. <br /> • The City's current max regular levy rate is$3.60. If the City joined Sno-Isle, its regular levy rate would <br /> increase to $3.825 and then be reduced by Sno-Isle's levy rate.
