;a <br /> A. "Licensed driver" means a person who has obtained a valid Washington <br /> State driver's license. The only exceptions are those expressly allowed by <br /> RCW 46.20.025, as now or hereinafter enacted, or a new resident to <br /> Washington as defined by RCW 46.20.021, as now or hereinafter enacted. <br /> B. "Operable vehicle" is a motor vehicle which is capable of being operated <br /> legally on a public highway and has, in fact, been operated on a public <br /> highway in the previous thirty days. <br /> C. "Residential" means those areas of Everett that are zoned R-S, R-S-1, R- <br /> 1, R-1(A), R-2, R-2(A), R-3, R-4 and R-5, as defined by Title 19, Chapter 1 <br /> of the Everett Municipal Code. <br /> D. "Residential addresslot"means any residential parcel or parcels of land <br /> that aresan--be identified by an single address. In instances where this <br /> ordinance applies to an address with a duplex or other multiple family <br /> dwelling on the property, the address will be considered a single <br /> residential address and not multiple residential addresses, unless the <br /> residential address has an approved building and parking plan pursuant to <br /> EMC 8.60.040.B.3. <br /> E. "Motor vehicle" has the meaning defined by state law. <br /> Section 5. Section 3 of Ordinance No. 2840-05 (EMC 8.60.030), which reads <br /> as follows: <br /> Parking Restrictions. <br /> No more than four motor vehicles shall be parked on a residential lot.
