+ , <br /> ORDINANCE NO. .g s6 <br /> AN ORDINANCE granting authority to establish emergency <br /> powers for the protection of life and property and <br /> for the preservation of the public peace, safety and <br /> good order. <br /> WHEREAS the Everett City Council deems it necessary for the pro- <br /> tection of life and property and for the preservation of the public peace, <br /> safety and good order to grant certain emergency powers to the Mayor of the <br /> City of Everett, or, in the case of his unavailability, to the President of the <br /> City Council, and to grant the authority to determine the existence of any <br /> civil emergency, and thereby invoke powers imposing curfew, the closing <br /> of business, forbidding the sale or distribution of gasoline or other liquid <br /> flammables, closing public places, prohibiting the possession of firearms, <br /> and invoking such other relief as may be necessary, <br /> NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF EVERETT: <br /> 1. The Mayor, or if he is unavailable, the President of the City <br /> Council, shall proclaim in writing the existence of a civil emergency, when <br /> it appears under existing circumstances that riot, unlawful assembly, insurr- <br /> ection, or the imminent threat thereof occur within the confines of the City <br /> of Everett and result in, or threaten to result in, the death or injury of <br /> persons, or the destruction of property to such extent as to require, in <br /> his judgment, extraordinary measures to protect the public peace, safety <br /> and welfare. <br /> 2. Upon the proclamation of a civil emergency, the Mayor, or if he <br /> is unavailable, the President of the City Council, during the existence of <br /> such civil emergency, may make and proclaim any or all of the following <br /> orders: <br /> A. An order imposing a general curfew applicable to the <br /> City as a whole, or to such geographical area or areas of the City as he <br /> deems necessary, and during such hours as he deems necessary, and he may <br /> from time to time modify the area or areas to which such a curfew shall apply, <br />
