An order Closing to the public any and all public places, <br /> including streets, alleys, public ways, schools, parks, beaches, amuse- <br /> ment areas, and public buildings. <br /> J. Such other orders as are imminently necessary for the <br /> protection of life and property. <br /> 3. Any orders proclaimed pursuant to Section 2, above, shall, <br /> at the earliest practicable time, be presented to the Everett City Council <br /> for ratification and confirmation. Ratification and confirmation shall be <br /> by majority of the Council then present and voting. If said orders are not <br /> so ratified and confirmed, said orders shall, after the vote, be void. <br /> Said orders shall be considered in full force and effect until City Council <br /> shall act. <br /> 4. The Mayor, or President of the City Council, shall cause any <br /> proclamation issued by him pursuant to the authority of this ordinance <br /> to be delivered to all news media within the City, and shall utilize such <br /> other available means, including public address systems, as shall be <br /> necessary, in his judgment, to give notice of such proclamations to the <br /> public. <br /> 5. It is unlawful for anyone to fail or refuse to obey any such <br /> order proclaimed pursuant to this legislation.
