April 17,2019
EVERETT Mr.Tony Lee
City of Everett
WASHINGTON Public Works Department
3200 Cedar Street
Everett,WA 98201
RE: South Precinct—Roof Replacement Project—Roof Insulation
Dear Mr. Lee,
Drawings and specifications are currently being prepared for the South Precinct Roof iI
Replacement Project. I have been working with Adam Clark of 2812 Architecture and
William Clark of Sarnafil on this project. We have been trying to increase the thickness
of the roof insulation, but, after a site meeting this morning it became clear that we will
not be able to achieve that goal.
The reason we need to maintain the existing 2"thick roof insulation is as follows:
1. Snohomish County 911 occupies the second floor and the Police Department
occupies the first floor. Both are 24 hour, seven days a week operations. Disruption
to Snohomish County 911 operations is not an option.
2. Natural gas lines and electrical power to the HVAC Units are hard plumbed and run
on top of the roof. These items can't be raised without taking the HVAC Units out of
service for hours and possibly days.
3. The communication lines that run from the Snohomish County 911 to the antenna
tower are heavy and can only be raised a small amount.
4. A new parapet wall would need to be constructed at the perimeter to cover the
edge of the new insulation. Securing the parapet to the wall with roto hammering
and bolts would not be an option.
5. The existing roof drains are located away from the roof edge with no overflow
drains. The existing overflow system is the low perimeter edge. Adding insulation
will negate the existing overflow system.
6. Insulating the underside of the roof is not an option due to disruptions it would
create to Snohomish County 911 operations.
Given the current set of circumstances it is not feasible to provide more than the
existing 2"of roof insulation. Should Snohomish County 911 relocate in the future, and
the second floor became unoccupied, that would be the ideal time to reconsider the
Facilities Administration insulation package for the second floor and roof. Additional insulation would become a
Q2730 Wetmore Ave,Ste.9E code requirement of the second floor tenant improvements.
Everett,WA 98201
Based on the above I am requesting your approval to submit 2"thick roof insulation for
©
425.257.6290 the South Precinct—Roof Replacement Project.
425.257.6299 fax
everettwa.gov Respectfully,
' : everettwa.gov S ...A' ---- - Apr, .76,02a
Chris Lark APPR ED-PERMIT SERVICES
Project Manager C
Facilities Administration
