SNOHOMISH COUNTY <br /> BYour Northwest renewables utility invites you to be a Conservation Sensation. <br /> PUBLIC UTILITY DISTRICT NO. 1 <br /> STATE ENVIRONMENTAL POLICY ACT (SEPA) ADDENDUM <br /> (WAC 197-11-625) <br /> ADDENDUM No. 1 <br /> Name of Proposal: <br /> Beverly Park Switching Station Expansion <br /> Name of Proponent: <br /> Public Utility District No. 1 of Snohomish County <br /> Purpose and Summary of Addendum: <br /> Public Utility District No. 1 of Snohomish County reviewed and addressed proposed site <br /> modifications for the Beverly Park Switching Station Expansion project in 2009. Additional site <br /> work not originally included in the 2009 project proposal has been identified and described in this <br /> letter. This addendum provides additional information regarding the description of the proposal <br /> and does not substantially change the analysis of impacts in the original environmental checklist <br /> and evaluated under WAC 197-11-340(2)with a Determination of Nonsignificance(DNS) issued <br /> July 31, 2009. This addendum is being provided to the agencies and property residents <br /> previously notified of the project proposal in 2009. <br /> Title of Environmental Document Modified by this Addendum: <br /> Environmental Checklist for the Beverly Park Switching Station Expansion,PUD No. 1 of <br /> Snohomish County,July 28,2009 <br /> Original Description of Proposal: <br /> Modify and expand the existing Beverly Park Switching Station to add reliability and capacity to <br /> the electric system, as well as to meet current and future growth demands within this part of the <br /> service area. Construction is expected to take place during 2010 and 2011. <br /> Addendum: <br /> The switching station site contains an approximate 8,500 sq. ft. area where asbestos containing, <br /> transite pipe (pipe) was buried (encapsulated) in 1987 by Puget Sound Power &Light Company <br /> (Puget), the previous site owner. The station was originally constructed in 1928. The pipe was <br /> discovered and buried on-site during Puget's 1987 rebuild of the station. The total pipe quantity <br /> is described in 1987 disposal records as 450 linear feet of six-inch diameter asbestos pipe encased <br /> in concrete. The Snohomish Health District and the Puget Sound Air Pollution Control'Agency <br /> monitored and approved the in situ burial as an appropriate disposal alternative in 1987.
