February 12, 2020 <br /> COUNCIL BILL 2001-7 <br /> FIRST READING: <br /> AN ORDINANCE increasing the number of permitted Recreational <br /> Marijuana Retail Stores to not be more than Eight, amending Section C of <br /> Ordinance No. 3486-16 (EMC 19.38.145, as amended) <br /> Presented by Allan Giffen, Planning and Lyle Ryan, Administration <br /> Discussion ensued regarding requirement of medical endorsement, licensing <br /> through the Washington State Liquor and Cannabis Board (WSLCB), the current <br /> buffer zones allowed by ordinance, and public safety issues. <br /> Jay Jones, Everett;Josh Shade, Lake Forest Park; Berry Windsor, Everett; Rebecca <br /> Hart, Arlington; and Logan Bowers, Seattle, all spoke in favor of the proposed <br /> ordinance. <br /> Kent Peverly, Everett, spoke in opposition to the proposed ordinance. • <br /> Council Member Bader asked if there was any correlation between vaping and <br /> marijuana use. <br /> Mr. Ryan stated he would get more information to Council on vaping and <br /> marijuana. <br /> Council Member Murphy asked if there was a reason the WSLCB was not currently <br /> accepting applications for retail medical marijuana stores and asked if lobbyists <br /> could provide additional information on proposed state legislation regarding <br /> marijuana. <br /> Mr. Ryan stated he would contact and ask the WSLCB and get additional <br /> information. <br /> Council Member Stonecipher asked if there was a way to enforce those with a <br /> medical endorsement to carry an adequate medical marijuana supply. <br /> • <br /> 46 <br />
