The COVID-19 crisis has had a significant impact on the local economy impacting the retail, <br /> restaurant and other industries resulting in layoffs and reduced work hours for a significant <br /> percentage of this workforce and loss of income for small businesses. <br /> K. Layoffs and substantially reduced work hours will lead to widespread economic hardship that <br /> will disproportionately impact low-and moderate- income workers resulting in lost wages and <br /> the inability to pay for basic household expenses, including transit fares. <br /> L. Adequate social distancing, meaning the maintenance of physical distance between persons, has <br /> been recommended and required by Federal and State authorities as critical to stopping <br /> continued transmission of COVID-19. <br /> M. Collection of fares by Everett Transit drivers is an impediment to adequate social distancing <br /> between drivers and passengers. <br /> N. Accordingly, for the purposes of public health and maintaining employee safety, the City Council <br /> desires that the Mayor be granted the authority to waive transit fares. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. For the duration of the COVID-19 Civil Emergency under Chapter 9.02 of the Everett <br /> Municipal Code and for such other duration as the Mayor may deem necessary related to COVID-19,the <br /> Mayor and her designees may waive Everett Transit fares (fixed route and paratransit). This applies to <br /> all transit fares imposed under Chapter 3.52 of the Everett Municipal Code and any other ordinance <br /> relating to transit fares, including without limitation those fares imposed under Ordinance 3668-19, <br /> Ordinance 3623-18, and Ordinance 2918-06. <br /> Section 2. This ordinance controls any contrary provision in Chapter 3.52 of the Everett Municipal Code <br /> and controls any contrary provision in any other ordinance relating to transit fares. <br /> Section 3. The City Clerk and the codifiers of this Ordinance are authorized to make necessary <br /> corrections to this Ordinance including, but not limited to,the correction of scrivener's/clerical errors, <br /> references, ordinance numbering, section/subsection numbers, and any internal references. <br /> Section 4. The City Council hereby declares that should any section, paragraph, sentence, clause or <br /> phrase of this ordinance be declared invalid for any reason, it is the intent of the City Council that it <br /> would have passed all portions of this ordinance independent of the elimination of any such portion as <br /> may be declared invalid. <br /> L ORDINANCE Page 2 of 3 <br />
