Is A. <br /> PUBLIC WORKS <br /> PUBLIC WORKS DIRECTOR INTERIM POLICY <br /> Stormwater Control in the Combined Sewer Area <br /> Public Works Policy #: 2-11 Supersedes Policy# 1-11 <br /> SUBJECT: Stormwater control in the combined sewer area. <br /> The combined sewer area shall be that described in the attached map or as updated by <br /> City of Everett Public Works Utility Mapping. <br /> BACKGROUND: Heavy storm events have caused localized surcharges in the City's <br /> combined sewer system, flooding basements and streets in North Everett. This flooding <br /> has been disruptive for citizens, causing damage to homes, creating health concerns, <br /> and imposing a financial burden on the rate-based utility. Controlling stormwater <br /> discharges to the combined sewer system would mitigate these impacts. <br /> EMC 14.56.020 authorizes the Public Works Director to adopt rules and procedures to <br /> implement chapters 14.56, Surface Water System, and 14.28, Surface and Storm <br /> Drainage. Pursuant to that authority, this policy modifies the City's Design and <br /> Construction Standards and Specifications (Section 4: Storm and Surface Water) and <br /> the City's 2010 Stormwater Management Manual by making application of the <br /> stormwater manual mandatory in the combined sewer area. <br /> EMC 14.08.135.A.3 authorizes the Director to establish rules for the administration of <br /> the sewer connection fees established by EMC 14.08.135.A.1. EMC 14.08.135.A.4 <br /> provides a basis for the exercise of the City's SEPA authority to require mitigation to <br /> supplement other code requirements.
