CITY OF EVERETT <br /> PLANNING DIRECTOR DECISION4.Err <br /> Review Process II#18-004 <br /> May 31,2018 <br /> The City of Everett Planning Director has DENIED a request by Kent &Patty Sturgis to <br /> waive the parking requirement for a basement accessory dwelling unit (ADU) located at <br /> 1801 Virginia Avenue,Everett,WA 98201. <br /> Subsection 7.030.G.3 states the planning director may waive the requirement of one (1) <br /> off-street parking space for an ADU using Review Process II when all of the following <br /> circumstances apply: <br /> a. The property is not located in a residential parking permit zone; and <br /> b. The property has frontage on a public street; and <br /> c. There are at least two on-street parking spaces in front of the subject <br /> property; and <br /> d. There is a public transit stop located within one-quarter mile walking <br /> distance of the property with a safe walking path to the transit stop. <br /> Findings: The 6,000 square foot R-2 zoned property is developed with a single-family <br /> residence (SFR) and a detached two car garage off the alley. The proposed accessory <br /> dwelling unit(ADU)will be located in the existing basement of the SFR. The property is <br /> not located in a residential parking permit zone. The property fronts both on Virginia <br /> Avenue and 18th Street. Two on-street parking spaces are located in front of the property. <br /> The subject property has a safe walking path to an Everett Transit bus stop located less <br /> than one quarter mile away at 18th and Broadway. During the public comment period one <br /> comment letter was received and it was in opposition of the parking waiver request. The <br /> subject property's rear yard is fully fenced with a wide gate off the alley. The subject <br /> property has the space and access to provide the one (1) additional parking space required <br /> for an ADU. <br /> Conclusion: The subject property must supply an additional paved parking space on site <br /> for a total of three(3)off-street parking spaces. Two(2)spaces for the SFR and one(1)for <br /> the ADU. <br /> Appeal: This is an administrative decision that may be appealed to the City's Land Use <br /> Hearing Examiner.An appeal must be filed with the City within 14 days of the date of this <br /> decision.
