ARCHITECTURE STUDIO OF EVERETT
1201 COLBY AVENUE-EVERETT WA 98201 el/0
208.931.0990 CARIN@ARCISTUDIOEVERETT.COM d RE Tt •L
cr
2017 August 25
Kevin Fagerstrom,David Stahlheim,and Tony Lee
City of Everett
3002 Wetmore Avenue
Everett,WA 98201
Subject:2103 Virginia Avenue-Response to Violations
Dear Kevin,David,and Tony,
Regarding the events surrounding the permitting/construction violations at 2103 Virginia,I first off want to
thank you for an open and transparent process, where both me and the contractor have been in open
dialogue with your respective departments. We greatly appreciate that this has remained a conversation
and not a nameless/faceless process.
The reason I am writing is because I feel that our actions to date, leading to the violations and subsequent
penalties, have been misrepresented and misunderstood. I offer the owner/architect/contractor's account
of the events that transpired at the building and land use counter to show that we,in full disclosure of our
intent, sought out direction for how to handle the demo/construction process associated with our project.
When we applied for the building permit we intended that the project scope include an interior remodel and
replacement of the failing roof structure,in kind. We were issued a permit based on the drawing set supporting this scope
and began the construction process at the end of July. On August 6th we discovered that the existing
exterior walls were ill-suited,as-is,for the pending roof construction and actually posed a liability due to
their structural inadequacy(no headers over openings,single top plate,signs of rot/organic matter,no
sheathing). We determined at that time that we would discuss the findings with the Building and Land Use
departments and to specifically discuss what the ramifications would be for replacing the existing exterior
walls.
On August 8th I met with both Jeff Heilman(building) and Kembra Landry(land use)to share photos of the
what we found(at end of letter)and asked what would be required from the permitting process standpoint
to replace the existing exterior walls. Jeff stated that all new construction would have to conform to current
code and that we could continue with construction so far as the revised/resubmitted drawings were —
1 /3-
