• <br /> March 25, 2020 <br /> President Touhy announced and the meeting today and all future Council <br /> meetings would be conducted remotely due to the ongoing COVID-19 situation. <br /> She stated that during the meetings, public comment will not be accepted and the <br /> public may not attend. Council meetings can be viewed on Everett Channel or on <br /> the City website. It is encouraged to provide comments in writing prior to the <br /> meeting at council@everettwa.gov. <br /> The regular meeting of the Everett City Council was called to order at 12:34 p.m., <br /> March 25, 2020, Council President Tuohy presiding. Upon roll call, it was found <br /> that Mayor Franklin and Council Members Roberts, Moore, Murphy, Vogeli, <br /> Bader, Stonecipher, and Tuohy were present. <br /> The minutes of the March 18, 2019, City Council meeting were approved as <br /> printed. <br /> • MAYOR <br /> Mayor Franklin provided an update on City operations and efforts by the City <br /> during the COVID-19 pandemic. Mayor Franklin presented three items for Council <br /> concurrence. The first, an emergency ordinance, would waive or defer late fees <br /> and not allow utility shut offs for the duration of the COVID-19 Civil Emergency. <br /> The second, an emergency ordinance that would waive transit fees for the <br /> duration of the COVID-19 Civil Emergency. Thirdly, the Mayor asked for Council <br /> ratification of a Civil Emergency Order Exempting Retail Establishments from <br /> Chapter 8.21 EMC, which concerns carryout bags. <br /> COUNCIL BILL 2003-22 <br /> FIRST, SECOND, AND THIRD READING: <br /> AN EMERGENCY ORDINANCE relating to Utility Late Fees and Shutoffs <br /> Moved by Council Member Roberts, seconded by Council Member Stonecipher, <br /> to adopt Council bill 2003-22 and the City Clerk is directed to call the roll for the <br /> disposition of the ordinance. <br /> • <br /> 91 <br />
