EVERETT <br /> WASHINGTON <br /> City of Everett Human Needs Grant <br /> January 1, 2020 through December 31, 2020 <br /> Exhibit A <br /> Program Summary <br /> Organization&Program: Housing Hope: Child and Family Specialist <br /> Program Objective. <br /> Housing Hope's Child and Family Specialist program works with parents,their children under age 17, and school systems to <br /> mitigate the traumatic impacts of homelessness and poverty by providing developmental services to children and helping <br /> parents to improve and implement skills and resources to become the parents they wish to be. Families reside in Housing <br /> Hope's Emergency Shelter and Service Supported Homeless Housing in Everett or attending Tomorrow's Hope Child <br /> Development Center in South Everett. Housing Hope expects to serve approximately 25 Everett children per year Many <br /> children struggle due to the trauma of poverty and homelessness.which can impact their healthy development and education. <br /> Child and Family Specialists monitor developmental delays,medical,dental, and mental health issues, safety, school <br /> attendance and academic progress, and parenting strengths and areas for improvement. The Specialists work with the parents <br /> to create goals,provide guidance and resources,and coordinate with schools and social service agencies for services as <br /> needed. <br /> Program objectives for this project are: <br /> 1.Assist families m increasing parenting.skills to decrease the potential for abuse and neglect <br /> 2. Provide support around a child's academic and future <br /> 3 Connect parents to appropriate services for their children's developmental needs <br /> 4 Connect teens to mental health and chemical dependency services <br /> 5. Coordinate with the Everett School District in regards to Individualized Education Programs(IEPs), developmental delays, <br /> truancy issues,and academic progress. <br /> Program components and structure: <br /> Homelessness and poverty can be extremely traumatic for developing children and youth. The Child and Family Specialists <br /> provide vital, in-home services to children and their parents to overcome these traumas and set families on the path for a <br /> lifetime of success. Services are varied and tailored to the needs of the child and family. <br /> General services include: <br /> •Assessing the existing situation <br /> •Establishing goals for improvement <br /> • Connecting.the child and parent(s)to community resources to mitigate the issue <br /> •A follow-up to ensure and document the improved situation. <br /> Specific examples of intervention for children include: <br /> •For developmental delays m children aged birth to 5: assess the delay and make referrals to the ChildStrive Parents-As- <br /> Teachers program. Design intervention services for parents and classroom teachers. <br /> •For medical, dental and mental health issues: assess and refer to partners such as Providence General, Children's Hospital, <br /> Sea Mar Community Health Center, Catholic Community Services or Compass Mental Health. <br /> •Many homeless or low-income children are on the autism spectrum.Housing Hope works with the Sensory Processing <br /> Disorder program at Providence General and supports parents to complete the often daunting application process. <br /> •Before CPS involvement: Specialists can provide intensive services working on issues of safety m the home to keep the <br /> situation from escalating to a point where CPS must be called. <br /> •In cases of child abuse or neglect: Ramp up intensive services as the child transitions either out of or back into the home. <br /> • Work one-on-one with older children and youth on school attendance if needed.Assist m developing a morning routine to <br /> attend school and to see the importance of their education and future. <br /> • Connecting teens to counseling for emotional disturbances, including eating disorders and suicidal thoughts/actions. <br /> Specific examples of intervention for parents(which in turn, supports the child)include: <br /> 7 <br />
