Project Approach <br /> Introduction <br /> The following discussion identifies the professional and technical activities that HDR <br /> Engineering, Inc. (HDR)will perform for the development and support of the City of Everett's <br /> (City)Water, Water Filtration, Sewer, and Stormwater Rate Study. The overall objective of this <br /> study is to independently review the financial/rate status of the City's water, water filtration, <br /> sewer, and stormwater utilities, as well as supporting analyses to assist the City is development <br /> of the studies. The identified tasks will provide a detailed set of recommendations based upon <br /> our review and analysis. <br /> Goals and Objectives for the Study <br /> The City has identified a number of specific issues to be reviewed and addressed as a part of <br /> this scope of services. These specific issues include, but are not limited to: <br /> v Review the City's water rate structure and review of the inclusion of minimum <br /> consumption level <br /> • Review and revise, as appropriate, the City's sewer rate structure baseline of 9 CCF <br /> v Transition the City's stormwater rates to an impervious surface basis; review and <br /> consider approaches to smoothly transition and phase-in commercial stormwater rates <br /> from a flat to impervious surface basis <br /> ✓ Review and assess the industrial pretreatment(IPT) charges <br /> Y Provide a value assessment of utility structures for insurance purposes <br /> Review the City's cost/rate impact analysis of a new Public Works Service Center <br /> .J Provide assistance in reviewing GASB 83 reporting requirements <br /> ✓ Review the City's cost analysis of the biosolids site feasibility study <br /> • Providing ongoing modeling support of the water, water filtration, sewer, and stormwater <br /> rate models <br /> Scope of Work <br /> This scope of work will provide a comprehensive review of the City's water, water filtration, <br /> sewer, and stormwater rates. It will result in updated rates for each utility for 2021 -2024. The <br /> tasks and subtasks are identical for each utility unless specified otherwise. Provided below is a <br /> more detailed discussion of the scope of work for the City's study. <br /> Task 1 — Data Collection / Kick-Off Meeting <br /> A kick-off meeting will be held with City staff to discuss key issues and objectives and review <br /> readily available information. HDR will provide a written data request to the City in advance of <br /> the kick-off meeting. This request should be similar to the data and information provided to <br /> HDR as a part of the City's last comprehensive rate study. <br /> A two-hour Initial kick-off meeting at the City's offices with the HDR project manager and task <br /> leads will provide the opportunity to review and discuss any issues or concerns by either party <br /> for the study. The meeting will also review the data issues associated with this study, <br /> particularly as it relates to updating the impervious surface parcel data. After the meeting, HDR <br /> will follow-up with City staff(via telephone/email)for any additional items or explanations, as <br /> Page 1 <br />
