Asbestos Good Faith Inspection
3703 Railway Avenue
Everett, WA 98201
Dear Mr. Palacios,
Executive Summary: Alternative Environmental Technologies (AET) conducted an asbestos
good faith survey of the subject site on May 23, 2014. A total of 12 samples of suspect asbestos
containing materials (ACM) were taken including roof insulation, roof vent mastic, 2' x 4'
suspended ceiling tiles, gypsum wallboard composites, vinyl flooring, brown cove base and
mastic. The laboratory reported that the black mastic (3% Chrysotile asbestos) around the roof
vent and wallboard joint compound contained (2% Chrysotile) asbestos, however the multilayered
full depth sample contained <1 % asbestos. The follow-up point count method was reported by
the laboratory to contain 0.25% asbestos. Since this material is less than 1 % asbestos it is not
considered an asbestos project. LNI still has some restrictions for worker protection, which are
covered below in the Discussion Item 5. Wallboard Systems. The remaining materials were
reported as non-detect for the presence of asbestos. It was reported that the reason for the
inspection was to comply with current regulations for a good faith inspection of building materials
prior to demolition of the building on site. In addition to the asbestos survey, an inventory of
fluorescent light fixture components has been provided and recommended for recycling and
proper disposal of fluorescent tubes and ballasts due to the likely presence of the hazardous
chemicals, mercury and polychlorinated biphenyls (PCB), respectively. Recycling was also
recommended for old computers, electronics, televisions, air conditioners and refrigerators left at
the site.
Regulatory Overview: Asbestos: The Puget Sound and Clean Air Agency, Regulation III, Article
4.02(a) requires an asbestos survey, before a renovation or demolition, by an Accredited Building
Inspector using random sampling procedures contained in 40 CFR 763.86. In addition, the owner,
or owner's representative, is required to keep a copy of the Good Faith Inspection at the job site
for any contractor's doing work in the building (WAC 296-62-07721(b), WAC 296-155-755(9)).
Background Information
Date(s) of Field Investigation: 05/23/14
Date of Report Submittal: 05/30/14
Building address: 3703 Railway Avenue, Everett, WA 98201
Building Owner/ Representative: Mike Palacios
Area Surveyed: Roof, Exterior& Interior of Office Building On site
5129 irvergr,.>-n bVay D9
Eves WA 981.03 bf af.1- aherffasrve¢echn©Iogcoin
425 232 CRf50 425 514 0444
