EVERETT
MIN WASHINGTON
City of Everett Human Needs Grant
January 1, 2020 through December 31, 2020
Exhibit A
Program Summary
Organization&Program: Interfaith Association of Northwest Washington: Cars to Housing Cascade View
Familes begin their Cars to Housing experienced with an intake that identifies the family's barriers to housing and enters
the family into the Coordinated Entry System. Screening identifies the individual needs of the clients and also screens for
appropriate placement. Since this is a family placement we screen for crimes against children and permanent placement on
the Sex Offender Registry. Otherwise placement is low barrier in design.
Once completing the intake process, families living in cars are assigned a site at the Cars to Housing site. While at the Cars
to Housing site, clients meet regularly with housing navigators to assist in placement in emergency shelters or permanent
housing.Access to Rapid Rehousing and Permanent Supportive Housing are given if appropriate for the individual family.
Faith Groups are asked to look for ways to support these families with food, hygine needs and other kinds of support. The
Host church is asked for parking space to be made available to the families and to provide some meeting space for
navigators and case managers who are meeting with Cars to Housing clients.
The Faith Community entered into a MOU with a social service agency(ies)capable of managing the Navigation and Case
Management. This MOU includes roles for both the host and the social service agency. MOU is included.
This project is designed for families literally experiencing homelessness. Most families will come to us from living in their
cars on streets around the city. The population served nearly always have and extremely low income(below 30%of Area
Median Income AMI).
This Cars to Housing site is open to any such household in need, regardless of their background—cultural, ethnic,
socioeconomic,religious—or personal characteristics:age,gender,sexual orientation,or disability.This Cars to Housing
parking site will serve S families at any given time,
The current Cars to Housing site is available 24 hours every day. Final site rules are determined by the faith group hosting
the Cars to Housing parking site. We hope to keep these access rules.
Services such as case management and housing navigation are offered to the Cars to Housing participants at mutually
agreeable times with some services being given at the parking site in the evening hours. The host faith group is asked for an
office available in the church for the Cars to Housing Case Manager.
Service providers are trained Housing Navigators and trained Case Managers who are experienced in working with
individuals experiencing homelessness. Trained volunteers from the host faith group and other faith groups may work to
support the families in Cars to Housing with some of their daily needs.
7
