• <br /> April 1, 2020 <br /> President Touhy announced that the Council is still abiding by COVID-19 shelter- <br /> in-place and social distancing orders, and as a result, City Council meetings will <br /> continue to be held remotely as regularly scheduled. She stated that meetings <br /> may be viewed live on the Everett Channel or on the City website at <br /> www.everettwa.gov/council, and she encouraged citizens to submit comments to <br /> council@everettwa.gov in writing prior to the meeting. <br /> The regular meeting of the Everett City Council was called to order remotely at <br /> 6:30 p.m., April 1, 2020, Council President Tuohy presiding. Upon roll call, it was <br /> found that Mayor Franklin and Council Members Roberts, Moore, Murphy,Vogeli, <br /> Bader, Stonecipher, and Tuohy were present. <br /> The minutes of the March 25, 2020, City Council meeting were approved as <br /> printed. <br /> • MAYOR <br /> Mayor Franklin provided an update on the City's response to COVID 19 crisis, as <br /> well as actions being taken regionally. She stated City teams have been directed <br /> to reschedule or cancel non-essential meetings and to work remotely whenever <br /> possible. The Mayor provided information on city program cancellations. She also <br /> stated the Everett Emergency Operations Center is up and running and working in <br /> collaboration with other agencies. <br /> Police Chief Dan Templeman Fire Chief Dave Demarco provided an update on the <br /> operations and security of the Angel of the Winds quarantine facility run by <br /> Snohomish County, which opened today. Chief Templeman stated the facility is <br /> designed to provide shelter to those that have been ordered there by the health <br /> officer, would include both residents and Tribal populations from within <br /> Snohomish county. <br /> Mayor Franklin also stated that the ongoing structural deficit, exacerbated by the <br /> recent COVID-19 pandemic crisis, has forced some difficult decisions. She asked <br /> for Council's concurrence to amend the Voluntary Separation Incentive <br /> Emergency Ordinance that was adopted on March 18, which would change the <br /> • <br /> 99 <br />
