Ted de Budden <br /> From: Ted de Budden <br /> Sent: Tuesday, April 10, 2018 10:32 AM <br /> To: Kevin Fagerstrom <br /> Cc: Tony Lee; Steve Banks;Jeff Heilman; Edward Golden; Donald Cunningham <br /> Subject: RE: 3020 Gedney <br /> Good morning Kevin, <br /> Records indicate that an electrical permit was issued December 1st of 2017 to replace an electrical service and meter at <br /> this address. <br /> On 12/28/2017 Electrical inspector Steve Banks received a request for inspection of an electrical service installation. <br /> This inspection resulted in an inspection correction notice stating that work there had not correctly been completed. <br /> On 1/8/2018 Electrical inspector Steve Banks received another request to inspect a concrete encased electrode or <br /> "UFER" ground at this address. <br /> This inspection resulted in a correction notice being issued that stated the need for additional permits be obtained for <br /> the new foundation being installed beneath the existing structure, and for the steel reinforcement and grounding bars <br /> requiring completion. <br /> This is the last contact we have had with anyone representing this property until your inquiry on April 6th. <br /> I visited the site yesterday to assess the concerns there, here is a summary of my observations and actions. <br /> The house located there has been jacked up and is elevated onto shoring cribs and steel support beams. <br /> Concrete formwork complete with reinforcing streel and pin piling has been constructed and installed beneath the <br /> structure. <br /> City records indicate that all of this activity has occurred without required permits and approvals. <br /> This unpermitted work has been conducted in violation of IRC section 105.1. <br /> During the inspection I also observed an attached porch or shed located to the northwest corner of the structure.This <br /> shed is open and unsecured on two sides and houses a main electrical service panel and meter.This electrical panel is <br /> missing its front cover and has unsafe exposed electrical components and features.This unsafe electrical equipment <br /> presents an electrocution and fire hazard, especially since the building is unsecured and open to anyone visiting this <br /> property including children. <br /> Additionally, it was observed that the natural gas meter that serves this building has been disconnected from the <br /> structure and remains vulnerable to damage or unintentional use.The meter appears operational and could be activated <br /> in such a way as to be turned on to discharge natural gas into the area and beneath the building. <br /> This condition presents an explosion and fire hazard to the surrounding area and neighborhood. <br /> The electrical and gas equipment serving this building is defined as Unsafe Equipment by code IPMC section 108.1.2 <br /> Because of the life safety hazards at this property I recommend that the serving utilities be contacted to disconnect the <br /> gas and electrical services immediately. <br /> It is my determination that the building located at 3020 Gedney Ave. is an Unlawful and Unsafe Structure as defined by <br /> code, IPMC sections 108.1.4 and 108.1. <br /> I have posted the building with a stop work order and an Unsafe Structure placard. <br /> I fully agree with you that this property presents somewhat of an emergency to our departments and the community. <br /> Please initiate enforcement and abatement actions Immediately. <br /> 6) <br />
