As you know a violation citation for alteration of a single family house to duplex without <br /> required permits and a notice to comply were prepared for this property some years ago by your office, 2007 and 2010 <br /> respectively. Per the adult female resident Rolanda Kirkwood it may be connected to a water heater.A window was <br /> closed off with plywood and the vent pile extending next to an openable window.The pipe is held in place with <br /> plumbers tape. I attached a picture.
