Project: Everett Downtown Streetscape Improvement
Change Order No.3
Change Order Effective Date: December 6, 2019
New Item # C-207—Delete Underground Directional Boring on Rucker Avenue. Add new item#
C-207 entitled, "Delete Underground Directional Boring on Rucker Avenue" at the agreed to credit to
the City of Everett of$44,408.00, resulting in a Contract decrease of$44,408.00.
JUSTIFICATION
New Item # C-206—Equitable Adjustment for Additional Time Required to Complete Concrete
Pavement on Rucker Avenue. The project included two (2) separate bid alternates for final paving,
one to pave with asphalt, and the other to pave with reinforced concrete. The concrete method is more
time consuming and complex, but there weren't any additional working days in the Contract to account
for paving with reinforced concrete. The contractor submitted a concrete paving schedule for Rucker
Avenue that included time to sawcut joints into the pavement (which is necessary to prevent cracking
of the new concrete panels) in compliance with the approved jointing plan. The appropriate time for
sawcutting these joints extended well past the approved hours of work stated in the Contract. An
additional twenty-nine (29) working days is required to complete the work in compliance with the
approved plans and specifications. Because of the number of residents living in or near the work zone,
granting a variance to the City of Everett Noise Ordinance to extend working hours into the night
would have too severe of an impact. Since the contractor was restricted to the working hours within
the Contract, and an inadequate number of working days was provided for these restricted hours, this
new item is being added to account for costs incurred by the contractor for delays in the schedule.
New Item# C-207—Delete Underground Directional Boring on Rucker Avenue. This new item is
being added because the underground directional boring on Rucker Avenue was deleted in order to
install electrical conduit using typical trench excavation methods. This new item is being added to
account for an appropriate credit to the City of Everett for deleting this work.
Cost of Change Order No. 3
Schedule C Costs: $708,861.41
Total Cost of Change Order No. 3: $708,861.41
Contract Time
There are Twentynine (29) days added to the Contract, as a result of Change Order No. 3.
