Amendments to the 2019 Annual Action Plan <br /> The 2019 Annual Action Plan for Community Development Block Grants, which was previously adopted by City <br /> Council in Resolution No. 7353 as amended, is amended as follows: <br /> A. The following language is added to the AP-12 Participation: <br /> In response to the COVID-19 pandemic, additional funding provided by HUD under the CARES Act <br /> during the 2019 Program Year followed guidance issued by HUD on reduced citizen participation.The <br /> City of Everett's Citizen Participation Plan was amended to include procedures for disaster response <br /> and mitigation.To help with allocating dollars for immediate priorities, a survey was circulated for <br /> input from non-profit partners and agencies.This survey, in combination with external data on <br /> economic relief needs provided by Main Street America, was presented in findings at two remote <br /> (virtual) public hearings held on April 20 and April 23, 2020.These hearings were in compliance with <br /> COVID-19 federal, state, and municipal restrictions at the time of action. <br /> Ira RESOLUTION Page 3 of 5 <br />
