MITIGATION OF A 11 VERSE IMPACTS BY SEPA <br /> 1. The proposed storage facility is subject to the requirements of Ordinance No. 3033-07 rezoning the <br /> subject property,and Exhibit B thereto,the Development Agreement,which contains design <br /> guidelines addressing development of the subject property. Building design shall be consistent with <br /> the elevation drawings provided with the Development Agreement. (SEPA Land and Shoreline Use <br /> Policies.) <br /> 2. Any grading/fill on this site shall be done so as to not impact the surrounding properties. (SEPA <br /> Earth, Land and Shoreline Use Policies.) <br /> 3. A Traffic Mitigation Fee of$19,8% is due for this project.Traffic mitigation fee is based on a 2007 <br /> Traffic Impact Analysis for this site prepared by Gibson Traffic Consultants and submitted as a part <br /> of SEPA 07-015. (SEPA Transportation Policies) <br /> 4. Everett Mall Way is designated as a"Gateway" corridor in the City's Comprehensive Plan. The <br /> Comprehensive Plan states, "Because Everett wants to develop and promote an attractive image, all <br /> entry corridors into the City should be designated as "Gateways" and standards should be applied to <br /> developments along such"Gateways"relating to building design,landscaping, signage,outdoor <br /> storage and other aesthetic considerations that will serve to upgrade Everett's image." To meet the <br /> intent of the policy, landscaping in excess of Type III must be provided along the property frontage <br /> on Everett Mall Way. (Two recent projects that meet the City's gateway policies are the Boeing <br /> Credit Union site on Evergreen Way and Costco on 19th Avenue SE.) (SEPA Land and Shoreline <br /> Use Policies.) <br /> 5. The channelization plan/traffic study for this project must be submitted to the Washington State <br /> Department of Transportation for review. (SEPA Transportation Policies) <br /> 6. Site access shall be restricted to right in/right out operations only.Physical channelization(c-curb, <br /> etc.)is required for this access point to enforce turn restriction. (SEPA Transportation Policies) <br /> The lead agency for this proposal has determined that it does not have a probable significant adverse impact <br /> on the environment. An Environmental Impact Statement is not required under RCW 43.21C.0302(23)(c). <br /> This determination assumes compliance with State law and City ordinances related to general environmental <br /> protection including but not limited to right-of-way improvement requirements, drainage, etc. This decision <br /> was made after review of a completed environmental checklist and other information on file with the lead <br /> agency. This information is available to the public on request. This Mitigated Determination of Non- <br /> Significance is specifically conditioned on compliance with the conditions attached hereto which are <br /> incorporated by reference as if fully set forth herein. <br /> This Final MDNS is issued under WAC 197-11.355. A 14-day public comment period for this proposal has <br /> been completed. <br /> 2 /3 <br />
