Development Standard to reduce energy and maintenance costs in the <br /> operation of the project in reaching a passive house/net-zero standard. With <br /> extra insulation, solar panels, LED lighting fixtures, centralized water heating, <br /> energy efficient windows, low-flow plumbing fixtures and Ultra-High Efficient <br /> heating systems, the project will achieve the high standards. (exhibit 1, staff <br /> report, pages 15 and 16; testimony of Ms. McCrary) <br /> 45. Adequate streets in the general area are available to serve the proposed use. <br /> (exhibit 1, staff report, page 15; exhibit 16, comments from agencies and city <br /> departments, page 2; testimony of Ms. McCrary) <br /> 46. Utilities that are to be installed will be similar to those of a typical multi-family <br /> development. Utilities and the public services to serve the intended residents <br /> at the proposed facility are currently available to the site. The Snohomish <br /> County Health District submitted that it has no objection to the proposed <br /> housing project, provided the facility is served by City water and sewer. (exhibit <br /> 1, staff report, page 15; exhibit 16, comments from agencies and city <br /> departments, pages 1, 2 and 10; testimony of Ms. McCrary) <br /> 47. The PUD #1 will provide electrical service to the site. PUD #1 submitted while <br /> it has sufficient electrical system capacity to serve the proposed development, <br /> the existing facilities in the area may require upgrading. The existing PUD <br /> facilities in this location may need modification or relocation at the expense of <br /> CHS. (exhibit 16, comments from agencies and city departments, page 11) <br /> 48. Public services, including police and fire services, are available to the site. <br /> Public service needs are anticipated at a slightly higher rate because of the <br /> homeless population at the site. The City, however, stated that "given the <br /> current level of public services already used by this population, a decrease in <br /> overall community public services is expected with the stability of the <br /> permanent housing". (exhibit 1, staff report, page 15; testimony of Ms. <br /> McCrary) <br /> 49. The Fire Department submitted a list of requirements for the development of <br /> the site as proposed. These requirements have been incorporated as part of <br /> the conditions of approval for this project. (exhibit 16, comments from agencies <br /> and city departments, page 4) <br /> 50. According to the City and CHS, few, if any, residents of the facility will own or <br /> drive vehicles. This will result in a low traffic generation for the proposed use. <br /> Traffic will occur with employees traveling to and from work. Based on a traffic <br /> study submitted by CHS, approximately 20 daily trips will occur, of which four <br /> would occur during the PM peak hours. The Traffic Impact Analysis (exhibit 14) <br /> included recommendations for the installation of a stop sign at the driveway <br /> intersection to Berkshire Drive for the traffic leaving the site.
