81. Lot 3 requires Category E, Type IV soils stabilizing vegetation that can be a <br /> minimum of lawn or other soil sustaining plantings, including groundcover, <br /> shrubs and trees. It is a low category landscaping which applies to the entire <br /> lot. (exhibit 1, staff report, page 17) <br /> 82. Pursuant to EMC 19.35.070.A, modification of the required landscaping, if an <br /> alternative method of landscaping that would achieve the intent of the purpose <br /> of the required landscaping, is allowed. The proviso is that the alternate <br /> landscaping must be of superior quality. The City has filed for landscaping <br /> modifications as part of this permit process. Landscaping along the south property line of Lot 2 will remain a dense buffer of <br /> mature evergreen trees. The interior landscaping will be altered on-site, but <br /> these trees will provide a buffer for the uses on the subject property. (exhibit 1, <br /> staff report, page 18) <br /> 84. Under existing landscaping requirements, the City would be required to provide <br /> Category B landscaping on Lot.1. In lieu of providing this standard, a <br /> landscape modification to apply Category B landscaping to Lot 3 along the <br /> north, south and west lot lines has been requested to be approved. The <br /> modification would include 20 feet of Type III landscaping along the north and <br /> south lot lines and five feet of Type III landscaping along the east and west lot <br /> lines. There would be no landscaping in the areas used for ingress and egress <br /> nor in the Alderwood Water and Wastewater easement area along the east lot <br /> line. The landscaping within the Alderwood Water and Wastewater District <br /> easement will be limited to low impact plantings with shallow roots so that root <br /> penetration does not impact the line or create maintenance issues. In addition to the landscape modification as addressed in the previous finding, <br /> the west-facing hillside would be cleared and landscaped in a manner depicted <br /> in the Landscape Plan, exhibit 5. Type III landscaping would be provided to <br /> create a visual separation to soften the appearance of the development. One <br /> tree would be required at least 30 feet on center and deciduous trees would be <br /> required to have a minimum caliper of 2-1/2 inches at the time of planting. <br /> Evergreen trees would have a minimum height of six feet at planting.
