Sec Volume III.
AT.11 Maintenance of Private Utility Corridors and Facilities
Description of Pollutant Sources: Passageways and equipment at petroleum product, natural gas,and
other utility pipelines and electrical power transmission corridors and rights-of-way can be sources of
pollutants, such as herbicides used for vegetation management and eroded soil particles from unpaved
access roads. Additional potential pollutant sources include the leaching of preservatives from wood
utility poles,PCBs in older transformers, water that is removed from underground transformer vaults, and
leaks/spills from petroleum pipelines. The following are potential pollutants: oil and grease, total
suspended solids,BOD,organics,PCB,pesticides,and heavy metals.
Pollutant Control Approach: Control of fertilizer and pesticide applications, soil erosion, and site
debris that can contaminate stormwater.
Required BMPs
1. Implement BMPs included in A.9 Landscaping and Lawn/Vegetation Management and in
Appendix D.
2. When water or sediments are removed from electric transformer vaults, determine whether
contaminants might be present before disposing of the water and sediments. This includes
inspecting for the presence of oil or sheen, and determining from records or testing if the
transformers contain PCBs. If records or tests indicate that the sediment or water are
contaminated above applicable levels, manage these media in accordance with applicable federal
and state regulations, including the federal PCB rules(40 CFR 761)and the state MTCA cleanup
Volume IV—Source Control
3-52
