1. INTRODUCTION <br /> This document is intended to provide engineering information necessary to support the <br /> construction plan submittal to the City of Everett for the 3-lot short plat proposed on this <br /> site. The site covers 1.07 acres with a total area to be-disturbed of 0.73 acres and the <br /> remaining portion of the site to the west of the disturbance to remain in the current <br /> condition which is a mix of grasses and trees. Therefore, the total area proposed to be <br /> disturbed as a result of this project is 0.73 acres. The proposed project will be served by a <br /> private road taking access off of Seahurst Ave near the southeast corner of the site. <br /> This project proposes to create 3 new single-family lots on this parcel. This will require the <br /> construction of a new private road and driveways to serve the three lots along with utilities <br /> and storm drainage improvements. No frontage improvements are proposed for this <br /> project but rather a fee in lieu of will be paid to the City. This project will create more than <br /> 5,000 sf of new PGIS so water quality treatment will be required but this project will not <br /> create more than 5,000 sf of effective impervious surfaces so flow control will not be <br /> necessary. Please refer to the later sections of this report for more detail. <br /> This report has been prepared to fully comply with the applicable sections of the City of <br /> Everett 2010 Drainage Manual (2010DM). The following is a summary of the applicable <br /> minimum requirements for this project per Volume I, Section 2.1.1 of the 2010DM and the <br /> following sheet provides the flow chart provided in the 2010DM to aid in the determination <br /> of Minimum Requirements for new construction: <br /> Minimum requirements #1 - #5 apply since this project will create more than 2,000 sf of <br /> new/replaced impervious surfaces. <br /> Minimum requirement #6 applies since this project will create more than 5,000 sf of new <br /> PGIS. <br /> Minimum requirements #7 - #9 apply since this project will create more than 5,000 sf of <br /> new impervious surfaces. <br /> Much of the proposed new impervious surfaces for this project will be infiltrated so the total <br /> effective impervious surfaces for this project will be less than 5,000 sf so this project will <br /> be exempted from minimum requirements#7 -#9, however based on the requirements of <br /> the 2010DM this will need to be addressed in detailed within this report. <br /> The site is located at 4618 Seahurst Ave, Everett, WA 98201, in the City of Everett, and in <br /> Section 36, Township 29N, Range 4E, Willamette Meridian.
