Site Description <br /> The proposed property is a 0.36-acre lot(Parcel 004336-000-052-04)located at 3615 Geyer Lane <br /> in Everett. Access to the lot is over an existing driveway that is largely located on an easement <br /> not currently owned by the Filippovs. <br /> Parcel 004336-000-052-06 (0.24 acre), an adjacent lot, is also owned by the Filippovs; however, <br /> the proposed project does not extend to this lot. <br /> The properties were previously developed to a home site. The home burned in May 2014. The <br /> property was purchased by the Filippovs in December,2015. The remains of the home site have <br /> been removed as well as garbage and other debris left by the previous landowner tenants. <br /> Proposed Project <br /> The proposed project is to rebuild the burnt house. The project will also include stream channel <br /> restoration and buffer enhancement. <br /> `0, l <br /> Figure 1: Building Site <br /> '4"t' ,-"ter <br /> r. - .. ,6.J. y <br /> 's' '''''.7 f .*` <br /> 7 <br /> Background <br /> There is a watercourse that is partially piped and partially within a channel that flows through <br /> property. The landowners contacted the city and were told that the channel was a ditch(S. <br /> Filippov,personal communication 2016). When cleaning up the property to prepare for <br /> construction of a new home,the landowners cleaned the ditch: deepened the channel, removed <br /> grasses and bulrush, and large stones that were placed to stabilize the channel walls. <br /> The work prompted a stop work order by the city of Everett to determination of whether the <br /> channel was a ditch or stream. <br /> Everett Municipal Code defines a stream as those areas where surface waters flow with sufficient <br /> volume,velocity, duration to create a defined channel. Channels created by erosion caused by <br /> the inappropriate discharge or rerouting of storm or surface water, swales and wetted areas which <br /> remain lined with leaf litter or other vegetative matter, and excavated or other artificial <br /> 2 <br />
