QUALIFICATIONS <br /> This report was prepared by Joni Urbanski, Owner, WaterMark Critical Areas, LLC. The <br /> company was formed in September 2005. During my 11 years' work experience as an <br /> environmental consultant, I have completed hundreds of projects that require assessment of <br /> critical areas and mitigation/restoration design for permitting. Most my projects have been in <br /> unincorporated Snohomish, Skagit, and Island counties. I have/had also had projects in <br /> Whatcom County, and in the following cities: Brier, Stanwood, Gold Bar, Granite Falls, and <br /> Marysville. <br /> My projects have included wetland assessment of functions and stream typing to determine <br /> buffer widths as required by the local jurisdiction,potential impacts, and compensatory <br /> mitigation. Mitigation design for stream, wetland and buffer impacts have included but not <br /> limited to wetland and buffer enhancement,wetland and buffer creation, stream restoration, use <br /> of mitigation banks, and buffer averaging. My work experience includes shoreline assessments <br /> and FEMA floodplain habitat biological assessments. <br /> I have a Bachelor of Science degree in Forestry(Silvics) from the University of Washington. <br /> Prior to forming WaterMark Critical Areas, LLC, I worked approximately 3 years for Tetra <br /> Tech,an environmental consulting firm. My job was interdisciplinary member on landscape <br /> assessments. My field of expertise included risk assessment and mitigation relating to fire <br /> hazard,wetland assessment and protection, and noxious weed management. I worked for the <br /> USDA Forest Service for more than a decade with emphasis areas in fire management, <br /> silviculture, and habitat assessment. I worked as team leader and interdisciplinary member on <br /> numerous environmental assessments associated with timber harvest,wildlife habitat <br /> enhancement,road construction, and fire risk reduction. <br /> DISCLAIMER <br /> For this report and the field work, standard practices for the science of wetland assessment were <br /> used. The wetland delineation and stream typing represents readily observable conditions during <br /> site visits and research of readily available data such as Soils Inventory, City of Everett Critical <br /> Areas Maps, Snohomish County GIS data. No attempt to determine concealed conditions was <br /> made. While every effort has been made to ensure that the findings in this report are accurate and <br /> reliable within limits of the current knowledge of the science, it should not be considered final <br /> until it is approved by the local jurisdiction. <br /> 11 <br />
