CITY OF EVERETT, WASHINGTON <br /> EVERETT POLICE DEPARTMENT <br /> Coronavirus Emergency Supplemental Funding Program Solicitation <br /> (CFDA# 16.034) <br /> FY 2020 Formula Grant Solicitation <br /> BUDGET NARRATIVE <br /> The Bureau of Justice Assistance (BJA) identified The City of Everett for an eligible allocation <br /> of$146,699 in the CESF solicitation. This allocation would be utilized for prevention, <br /> preparation, and response to the Coronavirus. Due to the unforeseen effects of this pandemic, <br /> the Everett Police Department did not have funding allocated for its response to this emergency <br /> in the annual police department budget. <br /> Due to COVID-19 related illnesses, quarantines and care for children whose schools and <br /> daycares have been closed by the Snohomish County Health District and the Governor of the <br /> State of Washington and to provide security for the quarantine shelter site located within the City <br /> of Everett,we have already incurred$23,000 in overtime expenses for staff to fulfill the regular <br /> duties related to those absences. We expect these overtime costs to continue through June 2020 <br /> and further into the upcoming year. Calculations used are an estimate of our current and <br /> anticipated overtime costs to backfill those positions. These positions include both <br /> commissioned and civilian essential staff overtime hours. The average overall overtime rate for <br /> these staff members is $73.00/hr. It is difficult to predict future absences; however, we can <br /> estimate the same amount of time will be needed and continue throughout the two year grant <br />
