There are two General Fund properties and three Utilities owned properties proposed to be surplused. Paul <br /> McKee,the City's real property manager,gave city council a presentation on March 18,2020 regarding the proposal to <br /> surplus these properties. The intent of the presentation was to indicate the general location of properties and describe <br /> the next step in the surplusing process. At that time,council requested to receive additional information regarding each <br /> property prior to the public hearing date. <br /> Though intended to be sent to you on Thursday of this week,the attached is a short powerpoint that visually depicts <br /> each of the properties and provides key information about the each property's history and valuation. <br /> Wood Creek Property <br /> As part of the city's notification process regarding property surplusing public hearings,all adjacent property owners to <br /> each city owned parcel were notified of the May 27,2020 planned public hearing. Since the notification process began, <br /> a several comments have been received by staff regarding the"Woods Creek" property. It is the largest of the <br /> properties proposed to be surplused, is approximately 92.5 acres and is owned by the city's Utilities Division. <br /> As you will see on the Woods Creek property slides,approximately 15 acres of the 92.5 acres is likely developable. The <br /> 15 acres are situated east and west of the southernmost set of homes in the Valley View neighborhood. The <br /> development portion is zoned single family residential. This acreage is considered the"upland" portion the <br /> property. The remainder of the property contains Woods Creek and has a sloping topography.This acreage, <br /> approximately 77.5 acres in total,is not developable.The entire property(92.5 acres) is surplus to the original intent of <br /> the purchase in 1916,that is to supply the City with a source of water. <br /> The public hearing will include a staff presentation from Paul McKee. Additionally, staff from planning/economic <br /> development and public works will also be available to answer questions that you may have about this <br /> property. Included in the presentation will be a summary of the comments received. Additionally,staff will provide <br /> copies of all comments received and those comments will be made part of the public record. In advance of the <br /> presentation, and to date,the comments received regarding the Woods Creek property are in general opposition to its <br /> sale. <br /> Surplus Process <br /> The process to surplus property includes an initial presentation by staff. If there is no objection at the time of briefing, <br /> staff prepares a surplusing resolution for council consideration at the time a public hearing is held regarding a surplusing <br /> proposal. (At the March 18,2020 council meeting, no objection was raised by council to proceed to the next step.) If <br /> council approves a surplusing resolution,the properties that council surplused are then offered for sale. Any property <br /> sale would then require the council to approve a purchase and sale agreement. <br /> 11 <br />
