1.0 PROJECT DESCRIPTION <br /> The overall site prior to right-of-way dedication is 3.9 acres in size and is located within a portion <br /> of the Southeast quarter of the Northwest quarter of Section 23, Township 28 North, Range 4 <br /> East, Willamette Meridian, City of Everett, Snohomish County, Washington. More particularly the <br /> site is Lots 32 and 33 of Olivia Park Division No. 3 according to the plat thereof. Please refer to <br /> the Vicinity Map located in this report for the exact location of the project site. <br /> Of this 3.9-acre site, 3.37 acres of which will be developed into a large warehouse facility with <br /> associated drive aisles, parking, flow control, water quality, and pipe conveyance facilities. An <br /> existing wetland area is located immediately east of the project site to which this site will drain, <br /> much as it does under existing conditions. The wetland buffers from this wetland are located east <br /> of the site and extend onto the project site and will be either mitigated for or protected in <br /> perpetuity with this future development proposed with this submittal. <br /> There will be half-street road improvements associated with this development along the project <br /> frontage totaling 0.11 acre of new impervious surface which will be collected off site and bypass <br /> the on-site detention and water quality facility. The proposed detention vault was sized to <br /> account for this bypass area. The proposed detention vault is located along the southern <br /> property line of the site and will discharge by gravity into and through a 4 by 8 modular wetland <br /> system, which will then discharge to a pump station which will pump detained runoff up into a <br /> dispersal trench located along the southeast property corner of the project site. Should the <br /> pumps ever fail there is an emergency overflow pipe from the wet well outfall through the <br /> retaining wall at the proposed dispersal trench. <br /> The proposed building on this project site consists of 45,375 square feet of warehouse building <br /> combined with 3,000 square feet of office building. <br /> The proposed water quality feature, which is a modular wetland system, has General Use Level <br /> Designation from the Department of Ecology for Enhanced Water Quality. It also has General <br /> Use Level Designation for phosphorus control as well as Basic Water Quality. <br /> The conveyance system on this site has been sized to convey the 25-year event based on the <br /> Rational Method, which is a highly conservative methodology. <br /> 17576.002,doc <br />
