DETERMINATION OF NONSIGNIFICANCE <br /> Project Name: MCOB Pavement Renovation&Replacement Project <br /> Description of Proposal: Community Transit is proposing a project to repair,renovate and repave a <br /> large portion of its Merrill Creek Operating Base (MCOB) Pavement. The project includes replacement of <br /> failing concrete and asphalt paving, stormwater outfall reconstruction and replacement of existing storm <br /> drain trunk line and partial replacement of existing trench drains with conventional catch basins.A French <br /> drain system is proposed at the south end of the existing employee parking lot. The project area is 7.3 <br /> acres; no additional footprint will be added to the previously developed area. <br /> Project Proponent: Snohomish County Public Transportation Benefit Area <br /> Corporation(Community Transit) <br /> Location of Proposal: Everett, Washington <br /> Lead Agency: Community Transit <br /> The lead agency for this proposal has determined that the proposal does not have a probable significant <br /> adverse environmental impact on the environment. An environmental impact statement (EIS) is not <br /> required under RCW 43.21 C.030(2)(c). This decision was made after a review of the completed <br /> environmental checklist and other information on file with Community Transit. This information is <br /> available to the public upon request. <br /> This Determination of Nonsignificance (DNS) is issued under WAC 197-11-340(2)and Community <br /> Transit's SEPA rules (Resolution 3-05). The lead agency will not act on this proposal for 21 days from <br /> the date of issue. Comments must be submitted no later than 14 days after date of issue, by 5:00 p.m., <br /> January 19, 2018.
