DETERMINATION OF NONSIGNIFICANCE Project Name: MCOB Pavement Renovation&Replacement Project Description of Proposal: Community Transit is proposing a project to repair,renovate and repave a large portion of its Merrill Creek Operating Base (MCOB) Pavement. The project includes replacement of failing concrete and asphalt paving, stormwater outfall reconstruction and replacement of existing storm drain trunk line and partial replacement of existing trench drains with conventional catch basins.A French drain system is proposed at the south end of the existing employee parking lot. The project area is 7.3 acres; no additional footprint will be added to the previously developed area. Project Proponent: Snohomish County Public Transportation Benefit Area Corporation(Community Transit) Location of Proposal: Everett, Washington Lead Agency: Community Transit The lead agency for this proposal has determined that the proposal does not have a probable significant adverse environmental impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21 C.030(2)(c). This decision was made after a review of the completed environmental checklist and other information on file with Community Transit. This information is available to the public upon request. This Determination of Nonsignificance (DNS) is issued under WAC 197-11-340(2)and Community Transit's SEPA rules (Resolution 3-05). The lead agency will not act on this proposal for 21 days from the date of issue. Comments must be submitted no later than 14 days after date of issue, by 5:00 p.m., January 19, 2018. Comments should be submitted to the responsible official at the address given below. The responsible official will reconsider the DNS based on timely comments and may retain,modify, or, if significant adverse impacts are likely, withdraw the DNS. ;If the DNS is retained, it will be fmal after the expiration of the comment deadline.
