PROJECT DESCRIPTION: Merrill Creek Operating Base (MCOB) is a fully <br /> functional transit operations and maintenance facility operating local bus service within <br /> Snohomish County, as well as commuter buses to Downtown Seattle and the University <br /> of Washington campus. The current paved area and stormwater management system is <br /> in need of repair and maintenance to ensure stormwater runoff is routed correctly and <br /> that compromised areas of pavement are not allowing water to infiltrate underneath the <br /> pavement and cause lift and subsidence. The proposed 20-year service life project <br /> includes replacement of failing concrete and asphalt paving, outfall reconstruction, and <br /> replacement of existing storm drain trunk line and partial replacement of existing trench <br /> drain system with conventional catch basins.A french drain system is proposed at the <br /> south end (existing employee parking lot) Paving replacement includes spot <br /> SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 2 of 15 <br />
