From there the offsite runoff is conveyed in a dedicated pipe easterly through the site to an outfall to <br /> Merrill Creek.The perimeter french drain on the south half of the site is tied into an onsite trench drain in the <br /> middle of the site. <br /> A soils report is attached to this document. In general the site is underlain with non-engineered fill soils. <br /> 4. Off-site Analysis Report <br /> An off-site analysis is not required since the project does not add 5,000 square feet or more of new hard surface <br /> or convert 3/4 acres of vegetation to lawn or convert 2.5 acres of forested area to pasture. <br /> 5. Special Reports and Studies <br /> There are no area-specific or basin specific requirements for storm drainage discharging to Merrill Creek. <br /> 6. Other Permits <br /> The project will be obtaining a Hydraulic Permit Approval from the Department of Ecology for the work at the <br /> outfalls into Merrill Creek. <br /> 7. Stormwater Code Compliance <br /> This project is within the jurisdiction of the City of Everett. The City of Everett has adopted the 2014 Washington <br /> State Department of Ecology Stormwater Management Manual for Western Washington as the City of Everett's <br /> Stormwater Management Manual. Since the site is currently built-out, this project is considered a redevelopment. <br /> It includes more than 2,000 square feet of replaced hard surfacing thus minimum requirements #1-5 apply to the <br /> new and replaced hard surfaces and the land disturbed.The project does not add 5,000 square feet of new hard <br /> surfacing and is not a roadway project.The project does replace more than 5,000 square feet of hard surfacing <br /> but the value of the improvements is less than 50 percent of the assessed value of the existing improvements <br /> thus no additional minimum requirements apply. <br /> The project covers two tax parcels 28041100101800 and 28041 1 001 00900 which had a combined 2017 assessed <br /> value of$21,983,000.The estimated construction cost is $8,000,000 which is less than 50 percent of the <br /> assessed value. Minimum requirements #1-5 apply to the new and replaced hard surfaces and converted <br /> vegetation areas. <br /> Minimum Requirement #1: Preparation of Stormwater Site Plans <br /> Stormwater site plans have been developed based on survey of the existing conditions and the proposed <br /> modifications show.
