CONSENT ITEMS: �► (8) Adopt Resolution No. authorizing claims against the City of Everett in the amount of $ 4,755,801.31 for the period of November 15, 2014 through November 21, 2014. (9) Adopt Resolution No. authorizing payroll claims against the City of Everett in the amount of $ 3,375,402.37 for the period ending November 15, 2014. (10) Accept the 2014 Backwash Solids Removal Project as complete and Authorize the Mayor to sign the Certificate of Completion with Golden Enviro, LLC. (11) Accept the Powder Mill Gulch Stabilization Project as complete and Authorize the Mayor to sign the Certificate of Completion with Jansen, Inc., allowing the release of the retainage bond. PUBLIC HEARING: (12) Conduct public hearing on proposed surplus of city owned real property and direct staff to prepare a resolution declaring certain city owned properties as surplus and authorizing the sale of those properties. ACTION ITEMS: (13) Authorize the Mayor to execute the Quit Claim Deed from the City of Everett to Snohomish County for title clearing purposes for Lots 27 & 28, Plat of Paine Field No. 5. (14) Authorize the Mayor to sign the Professional Services Agreement with Associated Earth Sciences, Inc. to provide additional environmental consulting services related to contaminated soils at the Allen -Buick site in the amount of $63,436.00. (15) CB 1411-53- 3rd and final Reading — Adopt the Proposed Ordinance adopting the budget for the City of Everett for the year 2015 in the amount of $517,917,389. (16) CB 1411-54 — 3rd and final Reading — Adopt the Proposed Ordinance closing a Special Improvement Project entitled "2010 ARRA Overlay Program", Fund 303, Program 088, as established by Ordinance No. 3179-10. (17) CB 1411-55 —3rd and final Reading — Adopt the Proposed Ordinance closing a Special Improvement Project entitled "Everett Citywide Guardrail Improvement Project", Fund 303, Program 100, as established by Ordinance No. 3328-13. (18) Authorize the Mayor to sign the Local Agency Standard Consultant Agreement with KPFF Consulting Engineers for the Grand Avenue Park Bridge design for an amount not to exceed $1.75 million.
