EVERETT <br /> WASHINGTON <br /> RESOLUTION NO. 7474 <br /> RESOLUTION Naming the Proposed Park Adjacent to the YMCA <br /> Located at 4730 Colby Avenue"Emma Yule Park" <br /> WHEREAS, September 2012 City Council adopted Resolution No. 6537, A Resolution <br /> Establishing a Policy on Public Place Names and Name Changes, which authorizes City Council <br /> to designate the names of city buildings, streets, public places, facilities and natural features by <br /> resolution; and <br /> WHEREAS, the policy specifies that the Mayor, a City Council member or any citizen or <br /> interested group may request the naming of a public building or facility, and the Historical <br /> Commission shall coordinate with other advisory bodies within the City, provide a public review <br /> process, and forward a recommendation to the City Council; and <br /> WHEREAS, directly adjacent to the future site of the Everett YMCA at 4730 Colby Avenue, the <br /> city has acquired undeveloped land intended to be used as a community park; and <br /> WHEREAS,this vacant land has never been officially named by the city of Everett; and <br /> WHEREAS, On March 7, 2018, Mayor Franklin received a proposal from Lori Cummings, City <br /> of Everett Parks and Community Services Director, proposing to name the park "Glacier View <br /> Neighborhood Park"to indicate that it is a neighborhood park within the boundary of the Glacier <br /> View Neighborhood and to initiate discussion about a Park name; and <br /> WHEREAS, the park, named after Emma Yule, was owned by the Everett School District for 52 <br /> years. Emma Yule was a founding member of Everett's school district in 1891. She was the first <br /> teacher, first principal and first female school superintendent in Everett School District. She <br /> started the school newspaper, academic, art, and physical education programs and classes. She <br /> created the theater program. During her tenure,the student body grew from 25 to over a thousand, <br /> the faculty from 2 to 40, and the school buildings went from 1 to 5. Yule taught her students to <br /> excel and many of them went on to be educators in Everett, extending her legacy for decades. Her <br /> resilience inspires us all. <br /> WHEREAS, at the Everett City Council meeting on January 29, 2020 the name"Emma Yule <br /> Park"was proposed, seconded and approved. <br /> WHEREAS,the criteria in the naming policy to be used by City Council in making a decision <br /> include Criterion I, which states, "{A} proposed name...may be attributed to a living or <br /> deceased person(one or more years)... if there is a specific connection to the property and if the <br /> person or entity has enhanced the quality of life within the city."; and <br /> - 1 - <br />
