0.
• EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET 9
PROJECT TITLE:
Senator Henry M. Jackson Park 3/04/15 Briefmg COUNCIL BILL#
Phase One Renovation Project Proposed Action Originating Department Parks
Change Order#1 Consent Contact Person Paul Kaftanski
Action Phone Number 425-257-8335
First Reading FOR AGENDA OF 3/04/15
Second Reading
Third Reading Initialed by:
Public Hearing Department Head
Budget Advisory CAA
Council President P Ar)
Location Preceding Action Attachments Departments)Approval
Senator Jackson Park Construction contract award— 10/8/14 Parks,Public Works
Amount Budgeted -0-
Expenditure Required -0- Account Number(s):
Budget Remaining -0-
Additional Required -0-
DETAILED SUMMARY STATEMENT:
City Council awarded a construction contract on October 8, 2014 for the phase one renovation project at
Senator Henry M. Jackson Park. The amount of the contract is $1,428,000 plus Washington State Sales Tax
(WSST). The renovation project includes rain gardens located northwest and southwest of the project's central
plaza.
Since contract award, staff from Parks and Public Works have worked to determine if an additional rain garden
could be incorporated into the project for the purpose of helping to capture non-project related surface
stormwater flows from the surrounding public rights-of-way. Staff concluded that an additional rain garden
could be incorporated without compromising the renovation project or project grant requirements. This rain
garden will be located on the southern portion of the park along 18th street. The work will be accomplished via
a change order to the construction contract. The cost of the rain garden work will be $126,570.90 plus WSST
and will be paid by Public Works.
Everett Municipal Code 3.80.050 allows change orders to be approved by administration up to a certain
amount based upon the original project contract. For the Senator Henry M Jackson Park renovation project,
that amount is $217,800.00. Cumulative project change orders in excess of$217,800.00 will require City
Council approval. The incorporation of the additional rain garden will likely result in a cumulative project
change order amount that would require City Council approval later this year. Due to this possibility, the intent
of staff is to provide an early notice to City Council regarding the additional rain garden and its cost. It also
provides a context for likely change order requests in the future that would need City Council approval.
Change Order#1 in the amount of$146,911.44 plus WSST(which also includes non-Public Works related
changes to the renovation project) does not require City Council approval.
RECOMMENDATION (Exact action requested of Council):
1
